OTM Rest API - contacts not created during create location

Customer is using the REST API to create a location that has the sub object of contact embedded, the location gets created but not the contact.

Customer is following the below doc to create Objects like Location

REST API for Fusion Cloud Transportation and Global Trade Management Business Object Resources create Objects like Location

They are trying to embed the contact object into the payload for the location.

But the location is created but the sub object like contact is not created
They would like to know if they need to create these sub objects first and then link them or is compounding allowed with the POST
