Average Travel Time per Resource - Graph and Table data difference

When looking at the Average Travel Time per Resource report for a specific date for a bucket, some resources show different values in the graph versus the table.

For example, a resource has a value of 4 minutes of average travel time in the graph, but when clicking on the report title, the table lists his average travel time as 213 minutes.

In the Dispatch Console, it appears that the graph only accounts for his Completed "Return to Base' activity, whereas the table takes the average of that activity and the Suspended "Crew Assist".

The expectation is that the graph and table would show the same data average travel time.

The issue can be reproduced at will with the following steps:
1) Go to Dashboards → Average Travel Time per Resource
2) In the tree on the left, select the bucket and date
3) Click on report title and compare data in table with data in graph

The issue has the following business impact:
Due to this issue, the report data is not accurate.
