Items Not Rounding Every Time During Replenishment

Symptoms
We have noticed a very inconsistent issue where items are sometimes not being rounded during the replenishment process. It is a problem that does not happen every time, but we have noticed it usually happens with orders that have not been scaled by the system during replenishment.
Scenario: Items for the supplier site 1007387 and order no. 1010141 had not been rounded up and had to be manually rounded up through the UI screen.
STEPS

The issue can be reproduced at will with the following steps:
1. Setup rounding percentage as 0% and rounding level as pallet. This will ensure that the item will round up to the pallet value every time.
2. Setup replenishment attributes for the item.
3. Setup scaling constraints at the supplier level.
3. Run replenishment and check the ROQ. Note: This is a very inconsistent issue and might not be reproduced.
