Due Order Scaling Working Incorrectly By Adding Additional Items When Not Needed To Hit Constraints

Goal
In replenishment setup,
1. Scaling enabled
2. Due Ordering enabled
3. Rounding enabled at Item/Supplier/Country level (Item quantity rounding happens every time as the percentage is set to 0)
Users have noticed that for some of the orders, the orders are being considered for due order scaling (wherein additional items are added to the order during scaling), even though the ordered quantities on the order already meet the scaling constraint defined. We are concerned that this might cause overstocking as the system is adding additional items even though it is not required.
It looks like the system is scaling off the 'Pre-Scaled' quantities that is shown on the Order Inventory Management screen instead of the actual ordered quantities on the order.
