On : 11.13.23.07.0 version, Global Payroll

ACTUAL BEHAVIOR
---------------
An element that is set to change rate when employee has a job change, but the job change is not triggering the rate change.

The system does not automatically add an end date to the pension element entry and add a new line with the new rate.

EXPECTED BEHAVIOR

Job change should trigger the rate change

The system should automatically add an end date to the pension element entry and add a new line with the new rate.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Change Job for EE
2. Check Element Entry and observe rate did not change for the element eligibility set up.
