Leading Zeros are Missing in Microsoft Excel Output

Symptoms
When opening csv output in Microsoft excel, leading Zeros are erased for elements that are made up of all digits and start with leading 0's.
Example:
You have a part number with this value: 0012345. Perform a bulk download of this part. Upon opening the csv file in excel, observe the value gets truncated to 12345.
