On : 11.13.23.10.0 version, Global Human Resources

ACTUAL BEHAVIOR
---------------
The profile option ORA_FND_MERCH_FAW is unable to be modified through Setup and Maintenance

EXPECTED BEHAVIOR
-----------------------
ORA_FND_MERCH_FAW should be editable.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup and Maintenance -> Manage Administrator Profile Values -> Search for profile option ORA_FND_MERCH_FAW
2. Profile option is set to No and is read only
