Symptoms

ACTUAL BEHAVIOR
---------------
When generating a payslip if an Override payslip availability date is given, the system is generating generic payslip instead of the custom payslip.

EXPECTED BEHAVIOR
-----------------------
Even though the Override payslip availability date is given, it should generate the custom payslip instead of the generic payslip.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Submit a Flow - Generate Payslip
2. Complete the details and leave the "Overriding Payslip Availability Date" option empty
3. Submit the Payslip and notice that the expected custom payslip comes ahead.
4. Submit a Flow - Generate Payslip
5. Complete the details and add date for the "Overriding Payslip Availability Date" as 13/10/2023
6. Submit the Payslip and notice that this time the generic payslip gets populated instead of the custom one.
