When Opening a Shell Detail Form and Saving It, Even with No Changes, the "Record Last Update Date" And "Creation Date" Fields Are Changing to a new and incorrect Date & Time

Symptoms
When viewing some Project Detail Forms and clicking "Save", the "Record Last Update Date" and "Creation Date" fields are being updated and offset by what seems to be a random hour difference, Ex. +5 hours or -7 hours in some examples seen. No change to these fields should be occurring per expectation and design of the shell detail form.
EXPECTED BEHAVIOR

These two data elements should not be updating when saving the detail form.
STEPS

The issue can be reproduced at will with the following steps:
- Log into the Unifier environment.
- Navigate to a Project/Shell > Home (top) node on left > Open Detail form > Note that the "Record Last Update Date" and "Creation Date" fields are currently some date and time in this format, MM/DD/YYYY HH:MM AM.
- Click "Save" and the detail form closes.
- Re-open the same shell detail form > Note that the "Record Last Update Date" is now displaying the same day but 5 Hrs later than it was previously. The "Creation Date" is displaying the same day, but is also 5 hours later than it was previously
- Navigate to a Project/Shell > Home (top) node on left > Open Detail form > Note that the "Record Last Update Date" and "Creation Date" fields are currently some date and time in this format, MM/DD/YYYY HH:MM AM.
- Click "Save" and the detail form closes.
- Re-open the same shell detail form > Note that the "Record Last Update Date" is now displaying the same day but 7 Hrs earlier than it was previously. The "Creation Date" is also displaying the same day, but is also 7 hours earlier than it was previously.
