Goal

Redwood payslips auto enabled in 23D
All of the Oracle documentation indicates that the Redwood payslips are not auto on.

With release 23D however, it seems that Oracle has auto enabled redwood payslips.

We can certainly turn it off now, but it never should have been auto enabled. And I don't know what this means for future releases if it's going to be turned back on.
The impact to this is that it was not tested and may not be working as we expect and/or we don't know how it's different from classic
colleague communications of the change

And, the system throws a "sorry we couldn't find a payslip..." message before the current payslip loads which creates a poor user experience.
