How to Resubmit/Retrigger Blocked Emails Due to Mail Quota Constraints in OTM? (Doc ID 2991402.1)

Sometime due to Mail Quota constraint limit, outbound emails from OTMs get Blocked.

Is there any option to retrigger/resubmit those blocked emails again?
