ACTUAL BEHAVIOR

For Contract Creation, the Primary party is mandatory. But by using the web service user can create a contract without the Primary party. 

EXPECTED BEHAVIOR

To be unable to create a contract from web services without a Primary Party

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create the Web service call
2. The contract is created without the Primary party
