Replenishment Attributes Induction , repl_item_loc Is Not Populating When No Warehouse Is Set Up

Goal
After performing an upload of new data using the induction of replenishment attributes for a brand-new item, the data uploaded is not correctly defined in the MFCS tables, repl_item_loc is not populated at all for any item/store, not even the ones where ranging was created within the induction.
Step by step performed:
1- Create a new item with no item/locs added
2- Add the item to the repl attr induction template for 4 stores and auto range flag as "Yes" (please see induction template used attached)
3- Load the file and the loading status is "processed with errors" where the errors are only for 2 of the 4 stores (prints attached)
4- Batch runs, and Item Loc was created for the 2 stores (direct to store in this example)
5- As per repl_item_loc it's not populated at all for any item/store not even the ones where ranging was created (print attached)
Shouldn't all items/locs be created instead of only 2 of the 4 stores uploaded?
Any reason for the item/loc to be created but not the repl_item_loc?
