Policy Deleting and creating contents causing to trigger delete and create event

OHI Product: Oracle Insurance Claims Administration Cloud Service
OHI Version: 3.22.2.0.16

We are implementing an extract based on the change events and the process of importing policies makes use of the Policy In integration point (PUT Http request). We expect the policy to be created if it is not there. When update is made to the policy, it deletes the data in the list (example: addressList) and recreates the data sent causing two triggers, one as delete and another as create. We never get the update event.

Steps to recreate:

1) configure simple change event rule for address creation, update and deletion.
2) create a policy in Policy Administration through Postman or any other http client
3) update the payload to change the address and use the same API as before
3) Look at the events being triggered

What we see is policy deleting and creating contents causing to trigger delete and create event.
The expected behavior is when an update to the address or any other item in the policy is being made, it should not generate delete and create event, rather it should generate an update change event
