Unable to See Oracle Integration Cloud Backend When Creating a Service Connection from Visual Builder (Doc ID 2992260.1)

Symptoms

While building a Visual Builder Extension for a SaaS cloud application, the Visual Builder is provisioned into the development instance and a service connection to it can be created from Visual Builder.
Oracle Integration Cloud (OIC) instance has been added to the environment definition. However, when creating a new service connection, the Oracle SaaS catalog can be seen, but not the integration catalog.
