Visual Builder Live Application Intermittently Unable To Access App.css File (Doc ID 2992537.1)

Symptoms

Production Live application is throwing 404 Not found error for app.css file for some users. Attempting to roll back to previous version does not clear the issue.
Intermittent but highly Reproducible.


The issue can be reproduced at will with the following steps:
a) Open incognito window, and hit "https://<APPLICATION>.<PAGE>.com/"
b) if the page have loaded properly, close & reopen browser & then follow step (a) again
