Cannot Create A Non Labor Resource As Equipment Resource Class (Doc ID 2992812.1)

Goal

Trying to declare a nonlabor resource as an equipment resource class but Im getting the error "You can associate only rate-based expenditure types with a nonlabor resource that's classified as equipment. (PJF-2236613)".

We are using an expenditure type with Unit of Measure: Hours and Expenditure Type Class: Usage.
