Budget Amount is not updating in the Award Infolet post 23D Upgrade (Doc ID 2992904.1)

ACTUAL BEHAVIOR:

On making any change to Award budget and baselining it, the Award card still shows the earlier details. Award Infolet and Project budget show different Budget amounts.

EXPECTED BEHAVIOR:
----------------------

Budget amount on the Award Infolet should be in synch with the baselined project budget.

STEPS:

The issue can be reproduced at will with the following steps:
1. Update award budget and set to baseline.
2. Run Update Award Performance Data program.
3. However, the Financial Performance amount values are not getting updated at the award level.
4. Baselined Project Budget amount is different from Award Budget amount.
