OTM Shipment Agent Action 'ASSIGN RATE' is Modifying the Start and End Date/Time on Shipment Header (Doc ID 2993194.1)

Symptoms

OTM Customer is uploading Shipment through XML Integration and that does not have any linked Order Release in OTM. This payload contains Start Time and End Time with a specific Time Zone. On the Shipment Creation event they trigger an Agent for executing the Shipment agent action ASSIGN RATE.

Sometimes, once this action is executed, Start Time and End Time on the Shipment is getting changed automatically.
