Bulk Plan Continuous Move Is Not Considered "Exclude Region" From Rate Offering (Doc ID 2993196.1)

ACTUAL BEHAVIOR
---------------
Rate offering continuous move setup is created with "Exclude Region ID".
But system is not considering the "Exclude Region ID" while bulk planning the order release with "CM Auto Create" as True in parameter Set.

Continuous Shipments are created with excluded region.

Expected BEHAVIOR
---------------
Continue Move Creation should consider, "Exclude Regions" before linking the shipments.

STEPS

The issue can be reproduced at will with the following steps:
1. Create Rate offering with "Exclude Region ID"
2. Create Shipments
3. Run Bulk Continuous Move and verify the linked shipments.
