Visual app is not loading. When accessing app user gets a blank page.

Checking the browser console shows error 403 Forbidden for requests to static.oracle.com/cdn URLs.

When trying to access the static.oracle.com/cdn URLs directly from the browser, for example:

https://static.oracle.com/cdn/jet/13.1.7/3rdparty/require/require.js

User still get 403 Forbidden.
