On : 19.3 version, Document Creation
When attempting to upload a debit memo without tax with only Non-Merchandise Cost
the following error occurs.

Detail or Non Merch Information is required for the document type
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Download a Debit Memo Cost without tax (needs to include the Non-Merchandise Cost tab)
2) Add information on the header information and Non-Merchandise Cost Tab
3) Upload the prepared file
