Cleranace Reset Stuck In 'Processing' Status - cannot_approve_reset_with_no_clearance (Doc ID 2993778.1)

Clearance resets stuck in Processing status: User inducted 3 web clearance resets into the system & it said there were conflicts. However, when user opened the clearance group to look at the conflicts, all the resets were in processing status & have remained there for hours now.

From RPM_CON_CHECK_ERR - cannot_approve_reset_with_no_clearance

The issue can be reproduced at will with the following steps:
The user created a clearance reset and it is stuck in processing status.
