On : 11.13.23.07.0 version, Create Requisition

ACTUAL BEHAVIOR
---------------
When ordering item xxxx, the price in the cart is not from BPA but changes to a different price. For example, the item price appears as $124.80 but price in the Cart changes to $116.56 when the requisition is created. 

EXPECTED BEHAVIOR
-----------------------
The expectation is for the cart price to show the same price as the BPA price.
