The funds reservation process couldn't be completed for the budget adjustment

Fund available is greater than budget adjustment, but error prompt and prevent new budget rebaseline.
When submitting a new version of budget 

Budget get approved-> error prompt up in Manage project Budget page "Errors occurred during control budget import. Select the menu action View Control Budget Import Errors to see the detailed messages."

Go to View Version N, Click"Action"-> "View Control Budget Import Error":
Exception Details: NNNNN_Top_Resource.... The funds reservation process couldn't be completed for the budget adjustment.

Budget Variance amount for Top Resource to 47039.26CNY =-2,960.74 CNY
The user hecked available funds for Top Resource  is 4715.7 CNY

4715.7 can cover 2960.74. Why failed?
