View Button Missing From Line Item Grid and Line Item Values Hidden for Some Users

Symptoms
When navigating to a quote with any line items, the view button is missing from the line item grid's action bar and a gray line is visible for line items hiding the expected line item values.
When attempting to load any other page beyond page 1 of the line item grid, the page returns to page 1 immediately.
Changes
Environment was upgraded to 23D. This is generally triggered after columns with preferences saved are hidden and preferences are saved.
