Goal

Unable to create a product group to all items using the SOAP webservice

Creating a product group to all items using the SOAP webservice doesn't assume the value defined in the "all_items" tag of the payload.

Note: If you change the flag to all departments in the product group components UI in EICS then the PRODUCT_GROUP.ALL_ITEMS flag changes from N to Y. So this would indeed imply that the all_items tag in the soap webservice should be changing this flag.
