Cost Changes By Item And By Location For The Same Active_date (Doc ID 2994347.1)

Qn1:Why getting below error :
When uploading the cost change by location, the process is being kept as New status in the Data Loading Status screen but when validating the table RMS_ASYNC_RETRY you have this error message:

Qn2:When Uploading the file getting error message "This cost change cannot be submitted or approved. At least one item/supplier combination exists in another event with the same active date and a status of Submitted, Approved, or Extracted."

This doesn't make much sense since they're at different levels we should be able to apply the cost exception for the same day, can you please validate this?
