When attempting to upload template for GL cross reference , the following error occurs.

ERROR

"A duplicate record exists for the current record. "

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Foundation Data --> Download Foundation Data.
2. Choose template type as Finance Administration and Template as GL cross reference.
3.Choose a particular dept/tran code/tran ref no from fif_gl_cross_ref and download the data into .ods file.
4. In the .ods file downloaded, upload the GL mapping for dept, class subclass, location as -1 for tran code 62.
5. After upload load data for the same tran_code with particular dept/class/subclass/location specified.
6.Notice that the process fails with - "A duplicate record exists for the current record. " error.
