Behavior change with Format Mask When App Language Not English in Apex 21.1 (Doc ID 2994825.1)

Symptoms

As per the Readme of the document in the bug 32972477 fix is included in the Bundle patch of Oracle APEX 21.1 ( 32598392), But even after applying the Patch
issue is still persists.

Used the Format mask: 999G999G999G999G990D00

executed: execute immediate 'ALTER SESSION SET NLS_NUMERIC_CHARACTERS = '',.'' ';

but the problem persists, because after applying the mask it converts 1.5 to 15.
