On : 11.13.23.07.0 version, Setup and Configuration
The below error is triggered when the customer is creating a new tax rate code.

The tax recoverable or liability account either contains an invalid combination or it's an expense account. (ZX-885549)
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Create a tax rate
2. Populate the tax accounts
3. Save > Error
