Allocation Gets Stuck When Both Holdback Qty And Available Qty is 0

Symptoms
In a scenario where available qty becomes zero, thereby both available and holdback qty become 0, allocation gets stuck with the the message 'Hold-back Quantity should be less than Available Quantity. Try again.'
The record cannot be deleted, the field does not accept negative values, the allocation can neither be saved nor calculated.
Steps To Reproduce:
- Select and open an approved and processed allocation.
- As of today, Make sure at least one item from the allocation in point 1 has the available qty of 0 in warehouse.
- Withdraw the allocation to make changes, and try to save.
- Note the message - "Holdback Quantity should be less than Available Quantity. Try again."
