Goal
Users are creating a cost change by item for an item that have some cost exceptions by location (different cost in ITEM_SUPP_COUNTRY_LOC), the cost_change doesn't generate a FUTURE_COST record and a "@0NO_FC_RECORDS" error message is logged in COST_EVENT_RESULT table, despite the item/supp/country/loc combination exists in the FUTURE_COST table.
Steps to recreate:
1. Choose an item with cost exception (exists in ITEM_SUPP_COUNTRY_LOC)
2. Create a cost change by item
3. Validate COST_EVENT_COST_CHG and COST_EVENT_RESULT table with the error_message
4. Confirm that a new record was not created in FUTURE_COST table
