Text Resource Key That Does Not Start with RT_S Cannot Be Deleted (Doc ID 2996482.1)

Symptoms

When entering sandbox with Page Composer > Structure and select a text for any page and press edit icon, on Text field click edit and press "Select Text Resource".
When creating a new Text Resource Key with prefix that does not start with "RT_S" and press "Use" button, it will create 2 key records like

1) "RT_S_XXXX"
2) "XXXX"

For key which start with "RT_S_XXXX", this record can be deleted as delete icon is active.
But for key with "XXXX" which does not start with "RT_S" prefix, the delete icon is inactive and cannot delete this record.

Due to this issue, Text Resource key will have unnecessary record that cannot be deleted from UI.

Steps
1.Login and go to Notification > Show All
2.Enter sandbox : TEST_01 which have Page Composer enabled.
3.Tools > Page Composer > Structure
4.Select "Assigned to Me" and press edit icon under the window below (gear icon)
5.From Text field, click edit icon and select "Select Text Resource"
6. Press Create icon and enter below key

Key : TEST0106
Display Value : Assigned to YO
Description : Assigned to YO

7. Press Use button
8. Press OK
9. From Text field, click edit icon and press "Select Text Resource"
10. Search key : TEST0106

There are now 2 records shown :

Key : RT_S_TEST0106
Key : TEST0106

For Key : TEST0106, Delete button is not active so cannot delete.
For Key : RT_S_TEST0106, Delete button is active so can delete record.
