Symptoms

Usage Tracking recently enabled on the oac and Init block info table not populated with data and Other tables Logical queries ,physical queries populated with data 

Database is in French locale.

Database Locale can be verified by running below query at database.

SELECT
PARAMETER,
VALUE
FROM V$NLS_PARAMETERS
WHERE PARAMETER IN (
'NLS_LANGUAGE',
'NLS_DATE_LANGUAGE',
'NLS_SORT'
);
