When Using P6 Web Services the Error "ObjectId parameter may not be null" Occurs (Doc ID 2996993.1)

Symptoms

When attempting to use P6 Web Services to check if a portfolio contains a project, the following error occurs.

ERROR
-----------------------
ObjectId parameter may not be null.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Use the ProjectPortfolioService with a request like the following:
      <v1:ContainsProject>
        <v1:ObjectId>187</v1:ObjectId>
        <v1:ContainsProjectId>'Test'</v1:ContainsProjectId>
     </v1:ContainsProject>
