PO Create API Does Not Calculate The HTS Assessments (Doc ID 2997013.1)

PO Create API does not calculate the HTS assessments.

When the PO is created without the HTS array populated, the Ordsku HTS assessments are not calculated.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Identify an item with HTS associated and make sure that the CVB details are setup for the import country that will be used on the PO
2. Create a PO with the header/detail/expense detail on the API payload (not HTS array on the payload)
3. Observe that the PO is created successfully and the HTS details are defaulted from the Item HTS. However, ordsku_hts_assess has estimated values as 0 for the CVB defined
4. Edit the PO in MFCS UI and on the Order HTS form hit recalculate. Note that the HTS assess details are calculated now.
