Fusion Global HR: Oracle HCM Global Search - Doesnt Work After Disabling "Active Groups"

Symptoms
After disabling Active groups (People and Actions)from Global search> Autosugest Groups, the user is unable to see "Personalize search" anymore and cannot find any employee.
EXPECTED BEHAVIOR:
Should be able to see again "Personalize search" icon to be able to check again the People and Actions
STEPS TO REPLICATE THE ISSUE
1. Log in Fusion HCM Apps.
2. On Global search hit on "Personalize search" icon.
3. Uncheck: Person and Action Search.
4. Search again and no person can be found. Also the "Personalize search" icon is missing.
