Misalignment Between Template Configuration On MFCS Side and Behavior On RPCS

Symptoms
Template Configuration behavior seen in Pricing Cloud Services is different from MFCS.
Steps to reproduce:

1. Access the template configuration menu in MFCS.
2. Create a custom price change template.
3. Set the new template to be the only template to be displayed.
4. Access RPCS and download a blank price change template.
5. Confirm the only template display is the custom one.
6. Search for all price change in RPCS.
7. select one price change record and press the download button.
8. On the download popup, select price change event.
9. select the template and confirm base template is also available to be used on the download popup.
10. Repeat al these steps for promotion and clearance.
11. confirm the same behavior for all price events.
