Symptoms
BI Publisher - no backend server available on OIC payload
OIC Integration API for BI Publisher error message:
No backend server available for connection: timed out after 10 seconds or idempotent set to OFF or method not idempotent

No backend server available for connection: timed out after 10 seconds or idempotent set to OFF or method not idempotent
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in thru BI Publisher
2. Run Item Tax Report
- Was able to generate a report
3. Open OIC and run the integration that uses the report (IF.014 Item Tax details)
4. Integration fails with error message:
no backend server available
