After installing Oracle Forms, "formsapp [Version=12.2.1]" goes to FAILED state with the following error in the logs:

<BEA-149231> <Unable to set the activation state to true for the application "formsapp [Version=12.2.1]".
java.lang.UnsatisfiedLinkError: ORACLE_HOME/lib/libifopmnwrp.so.0: libons.so: cannot open shared object file: No such file or directory
at java.lang.ClassLoader$NativeLibrary.load(Native Method)
at java.lang.ClassLoader.loadLibrary0(ClassLoader.java:1937)
