Locations Mapping Functionality Doesn't Plot LAT/LONG Addresses Correctly (Doc ID 2997852.1)

Symptoms

ISSUE DESCRIPTION:

When inputting LAT/LONG data as the address, OFS never plots it exactly where it should be. The user ends up having to use the Reposition Pin option and move the location around until he/she gets close to the location needed.

EXPECTED BEHAVIOR:
===================
OFS should plot LAT/LONG coordinates at the same location that Google does, so that Home Zone circles will be accurate.

ACTUAL BEHAVIOR:
================
OFS plots the address for LAT/LONG coordinates several miles from where it should be, resulting in us having to fumble around to reposition the pin at the correct location.
