Symptoms

SIOCS default carrier service is not applied.

When creating a new transfer and editing the shipment, the carrier service is not being applied and it should based on the default carrier service.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1- Define a default carrier service
2- Create a new transfer shipment to another store
3- Edit shipment
4- Check that carrier service is not filled based on the default carrier service

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, the carrier service is not filled based on the default carrier service.
