Symptoms

When a PO is created in MFCS and the shipment is published using RIB-EXT web service, the shipment is created in MFCS but no messages are created in SIOCS.

The issue can be reproduced with the following steps:

1. Create a Store Purchase Order in MFCS
2. Publish the shipment using RIB-EXT Webservice (ASNInCre)
3. Observe that the shipment is created in MFCS but no messages are created in MFCS ICL_RMS_SHIPMENT and SIOCS MPS_STAGED_MESSAGE tables for SIOCS.
