Price Change Induction Fails With INVALID_LOCATION Error (Doc ID 2998521.1)

Symptoms

On: RPCS/RPM 23.1.401.1 version

Item and location combinations exist in RPM_ITEM_LOC (RIL) and RPM_FUTURE_RETAIL (RFR) tables. Creating a Price Change (PC) for the given item and location combination works fine.
When trying to create a price change for the same item and location combination using ReST API, it results in an error.
