Clearance Reset Not Sent To SIOCS From RPCS

Symptoms
ACTUAL BEHAVIOR:
You have an item on active clearance in PCS and SIOCS
After creating an emergency price change for the item, the details published to SIOCS but three is no indication of Clearance Reset being sent.
SIOCS displays and prints item tickets with the Active Clearance price
EXPECTED BEHAVIOR
Following a change that was made to a setting in Pricing (to be confirmed) any price changes made should reset the clearance
The issue can be reproduced at will with the following steps:
1. Create a clearance and observe Clearance is published to SIOCS
2. Create an emergency price change
3. Price Change details are published to SIOCS but observe no indication of Clearance Reset sent.
4. SIOCS still displays and prints item tickets with the Active Clearance price
