Custom Object Security Issue

ACTUAL BEHAVIOR
---------------
When attempting to edit, update a custom object row, it is read-only.
This could be in the UI or through SOAP or REST API web services.
This occurs even with a user that has the Custom Objects Administration (ORA_CRM_EXTN_ROLE) role.

EXPECTED BEHAVIOR
-----------------------
Expecting the user to have update privileges.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Sign-on to application
2. Navigate to custom object search
3. Search and edit a row; the Overview subtab is read-only
