Symptoms

ACTUAL BEHAVIOR
---------------
When creating a new or editing and saving an existing metric threshold in OTM, the action fails with the following exception:

EXPECTED BEHAVIOR
-----------------------
It is expected to be able to create or edit metric thresholds successfully with no errors.

STEPS
-----------------------
The issue can be reproduced with the following steps:

1. As a user with the DBA.ADMIN role, navigate to Configuration and Administration > Metric Alert Management > Metric Thresholds
2. Create a new metric threshold and click Finished
3. The error is observed
