When the business license status is about to expire, the renew option is not available.

When the license is about to expire, they can begin the renewal application process. But the renew link is not available next to the expiration date. Also, the renew option is not available in Actions Menu in Business license overview page.
Business license expiration rule is set up in a way that the license expires in a fixed date rule - Dec 31 and notifies 90 days before the expiration period. (i.e About to Expire: 90 days)
