Symptoms

 While attempting to rehire an employee, the following error is thrown:

 You already have an active association between this tax card and this tax reporting unit.
 The parent record identified by the DirCardCompId attribute with the XXXXXXXXXXXXXXX value wasn't found for the oracle.jbo.Key[XXXXXXXXXXXXXXX YYYY-MM-DD 4712-12-31 ] row. (HRC-1035429)


The issue can be reproduced at will with the following steps:
1. Click on My Client Groups, Click on New Person quick action, Pending Worker/New Person, Actions, and Convert.
2. Fill in the required details and click on Submit.
3. Wait for the Human Resources approval for the rehire transaction.
4. Navigate to the Home Page, click on Tools, then Transaction Console, and then click on Transaction Summary.
Note that the rehire transaction has failed.
